Which is the Shot Bowl?

The Location:    Ballina RSL Bowling Club Men’s Triples Tuesday 6 April 2010 Rink 7
The Teams:        Max Jacobi, Perc Danswan, Norm Mulholland (Skip) v Ted Hearn, Joe Busuttil, Neil Maish (Skip)
The Scenario:    Perc’s bowl drew the jack into the ditch. Then opposing skip Neil knocked on one of his own earlier bowls to rest it on the jack and Perc’s toucher whilst remaining partly on the green.
The Question:   Is Neil’s earlier bowl resting on the jack the shot bowl or is it Perc’s toucher?
The Alternative:        If Neil’s bowl was live and came to rest on the jack in the ditch in the same position as in the photo (i.e. not knocking on another bowl) which one is the shot bowl: Neil’s or Perc’s?
